Best Practice Forum
The Best Practice Forum is a strategic alliance between nine of the tourism industry’s leading trade associations, led by the British Hospitality Association. The Forum is one of fifteen Industry Forums and a member of the Department of Trade and Industry (DTI) Industry Forum Network. It was launched in 2001 with initial funding and support from the Government through the DTI and Department for Culture, Media and Sport. The Forum was a direct response to the Government’s Competitiveness White Paper and sets out to disseminate best practice through its ‘Profit Through Productivity’ programmes of benchmarking and business support.

The work of the Best Practice Forum is managed by Hospitality and Leisure Manpower Ltd.
Hospitality and Leisure Manpower
Hospitality and Leisure Manpower (HaLM) is a national training, research and consulting group, with its head office in London, employing ten staff with extensive experience of policy and strategy work and managing collaborative projects with Government departments, Regional Development Agencies, tourist boards, the Learning and Skills Council, trade associations and professional bodies across the tourism, hospitality and leisure sector.
Key projects include research to identify skill needs; the development of the sector’s training and business support infrastructure; the management and delivery of 'Profit Through Productivity' programmes of benchmarking and business support; the management of a national network of sector specific business coaches and facilitators; the production of open and flexible learning materials based on occupational standards and the administration of award schemes and competitions.
Over the past three years HaLM has developed a number of accreditation schemes and is currently working with the Department of Trade and Industry (DTI) and the British Hospitality Association (BHA) to develop and manage their ‘Excellence Through People’ scheme of accrediting good employment practice, and has set up a Best Practice Forum and Hospitality Skills Academy for the industry. The Company currently provides a secretariat service for the European Catering Association, Hospitality Skills and Skills EUROPE.
In recent years HaLM has itself been the recipient of a number of awards which have recognised the Company's competence and capability. Following the receipt of a BTA ‘Winning Words’ Award for language training, in 1995, and again in 2004, the Company won a National Training Award for work to help small firms in the sector access NVQs through open and distance learning. In 2001 our strategic work with the London Development Agency was recognised by a NAICE Business Partnership Award. In 2002, the Company received a Partnership at Work Award from the Department of Trade and Industry.
